For almost four decades, the Regional Organized Crime Information Sharing Systems (RISS) Program has supported the efforts of local, state, federal and tribal law enforcement and public safety agencies across our nation. RISS consists of six regional centers that support and serve the unique needs of their individual regions while working together on national scope issues. In the state of Mississippi, the Regional Organized Crime Information Center (ROCIC) provides investigative support services to 192 law enforcement and criminal justice agencies.
RISS is a trusted, diverse and far-reaching program, offering critical information sharing and investigative services that directly support and positively impact our nation’s public safety mission. It provides vital information sharing, officer safety and investigative support tools at a time when information sharing has become central to effective law enforcement.
RISS is an important program to us and is an excellent investment for our nation. RISS serves hundreds of thousands of officers and criminal justice professionals in all 50 states, the District of Columbia, U.S. territories, Australia, Canada, England, and New Zealand and supports more than 8,900 law enforcement, criminal justice and public safety agencies. It is the only system built by law enforcement for law enforcement and governed by state and local law enforcement.
During this time of limited funding and economic distress, our individual agencies are also experiencing reductions in funding and resources. We turn to RISS to augment our information sharing and investigative support needs. Less funding for RISS will deny us access to those resources. Our efforts are already feeling the strain with the severe decrease in RISS’s FY2012 appropriation.
We respectively ask that you support this request to restore RISS’s funding for FY2013 at $45M so that RISS can continue to meet the needs of law enforcement and help keep our communities safe.
